<\/span><\/div><\/div><\/div><\/div><\/div>The Secretariat is a technical, independent and impartial body that promotes effective environmental law enforcement.<\/span><\/strong><\/h2>\n<\/div><\/div><\/div><\/div><\/div>If a person or organization of the United States or Peru considers that any of this two countries does not effectively enforce their environmental laws, they have the right to file a submission to the Secretariat.<\/span><\/div><\/div>On April 12, 2006, the United States and Peru signed the U.S. – Peru Trade Promotion Agreement (TPA), which entered into force on February 1st, 2009.<\/p>\n
Chapter 18 – \u00a0Environment – in its Article 18.8, indicates the commitment of both Parties to implement a secretariat who recieves and considers Submissions on Environmental Enforcement Matters. This Secretariat has the following functions:<\/p>\n
\n- Receive and consider public submissions.<\/li>\n
- Request a Party to respond to public submisssions, receive the Party\u00b4s response, and consider the public submission and any response provided by the Party.<\/li>\n
- Inform the Environmental Affairs Council, in light of any response provided by the Party, whether public submissions warrant developing a factual record.<\/li>\n
- Prepare factual records when any member of the Council instructs to do so, submit them to the Council, and if directed by a member of the Council, make them available to the public.<\/li>\n<\/ul>\n<\/div><\/div><\/div><\/div><\/div><\/div>

He has more than 25 years of professional experience, in which he has held important positions of responsibility, having been President of the Supervisory Body for Investment in Energy and Mining – OSINERGMIN, as well as Member and President of the Court of the National Institute for the Defense of Competition and the Protection of Intellectual Property (INDECOPI). Likewise, he was President of the Ibero-American Association of Energy Regulators (ARIAE), as well as President of the International Confederation of Energy Regulators (ICER), the latter entity that brings together regulatory agencies from the five (5) continents.
